Here is shown that it's quite easy to get to the end of level 2 in GE when you're doing it right:

Please mind that if you're production is below 100 goods a day (let say 5 goods buildings x 20 goods a day), than it's better to do only Level 1 in GE and increase the qty of goods production. Otherwise losses will be far too big for you ;) .
